What is the risk to selling bitcoins locally. Visiting localbitcoins.com I see what seems a huge markup on btc. Why is that?

Right now, the going rate for bitcoins seems to be $906 per bitcoin.
But according to localbitcoins, local sellers who I would pay in cash want about $975 per bitcoin http://i.imgur.com/Jd6IZre.png
I am thinking of being one of those folks willing to sell bitcoin for cash, because it seems low risk.
In the meantime, the price they will pay for bitcoins seems about the market rate, though I would think purchasing bitcoin for cash could actually be riskier http://i.imgur.com/c52ggjp.png
What is it I don't understand about the risks of selling and buying bitcoin for cash that drives the price for selling btc way up, but keeps the price for purchasing at market?

Is it legal to sell bitcoins locally or through localbitcoin?

Seeing Charlie Shrem being arrested and put into jail makes me wonder if it's legal to sell bitcoins locally without having a license? I'm from a third world country and not from the US/UK. I always buy bitcoins from exchanges like BFX, bitstamp etc and selling them to the locals. What differentiates my action and Charlie Shrem's action? I don't have the identity information of all the clients that bought bitcoins from me. Who knows what they do with their bitcoins. Will I get into trouble one day? I mean the profit is decent but if it gets me into jail, it isn't worth it. Any constructive comment in legal-wise is very much appreciated. Thanks!

If you have ever tried buying or selling bitcoins on localbitcoins, you may have noticed prices are not very competitive. The difference between bid and offer is usually very high. Prices are not related at all to the amount of coins someone may want to buy or sell. Neither are they related to the reputation of the counterparty. Prices are simply derived from an equation from other btc exchanges with commissions added on top.
I created DealCoin to bring a more honest price discovery mechanism for local transactions. Instead of pushing prices to the community, dealers are invited to make offers to orders posted by the community. This way dealers' prices can be related to the amount of coins to be exchanged and to the reputation of the person posting an order.

I'm located in Connecticut, and I'm looking to buy and sell bitcoin locally.
I'm reading and hearing conflicting things, so I come here (and will call lawyers on Monday). Some things I'm reading is that I can't have a transaction for more than $10,000 with an individual in a day. Other things I'm reading is that I need a money transmitting license from the start.
Any help would be great.
